Adding a link to PDF file in my form and open it to new window when clicked

The problem I am having is the guidelines I have out there are not on a URL but on a public drive on my computer that everyone has access to.  What I am trying to do is allow them to go through the form and if they need to look at the guideline they click on the link and it pulls up in a separate window.  I can only do this using the public drive and not a URL.  Is it possible to do this?  Any help would be appreciated!

Here is the form and you will see it states FSA form link.  I want that to go back to my public drive and be able to be pulled up by someone completing the form.  This is an internal form that will only be used by employees within my company.

I am a newbie to all of this, so I may be way off base......but trying :)!

You have to share it and that's by having a URL. Unfortunately, you cannot share it without the URL. I see that the link points to a SharePoint file and I think that's correct. But the link is not public and I can't access it. Please make sure to give an access to the file and you should be all set after that.
