I have tried to add the following users and emails are not being sent to them.
Can you please advise?

I checked our email logs and it looks like the invites were sent to one address but not the second. You can remove them as sub-users, then add them again to see if the notification triggers again. Have them check their spam/junkmail boxes to make sure they are not being filtered.
