Are paypal payments and form submission delayed?

I had someone just confirm that he submitted a form with a paypal payment. I have not received the form or funds in over 20 minutes. I saw another support thread saying this can take over 1 hour. Is this normal not to have the form OR payment and if yes how can I verify all this is under processing?

I think that particular 1 hour is related to the pending payment notifications. You should receive the Paypal Email is someone really completed the payment. If not, then it is most likely not being successful. I would suggest checking your incomplete payment section. Here's how you can do that:
