If someone is completing a form is there way that I can create a distribution path to multiple people and omit others?

Yes, the email settings are flexible with JotForm. You might consider adding separate Email Notifications for different groups and email them based on a form conditional logic. Please take a look at the following guides to get the idea about this.

To specify multiple email recipients, separate them by comma:
recipient1@example.com, recipient2@example.com,recipient3@example.com

Hello, from this link it says:
There's a limit of 10 recipients per notifiers and 2 for autoresponders. So, you'd need to create additional notifications (containing the same information) if you wish to send the message to more than 10 people.
and FYI:
The comma-delimited method should not be used if you don't want recipients to know who else got the notification. Create a separate notification for each recipient instead.

As far as an upper limit, I don't believe there's a hard stop, but sending emails to more than 100 people per submission is going to slow things down and potentially have hiccups. We have an extremely robust email system, but at some point you want to use JotForm for collecting information, and an email tool for sending emails. Here's a Q&A with our founder on that same url.
