    How can I have one person fill out one part of a form and another person another section

    I believe you are talking about what is generally referred to as an approval workflow.

    We do not have this as a directly available option, but an approval workflow is very much possible in JotForm by setting up an Email Notification to be sent to the second person, and making sure that this Email Notification includes the Edit Link so that they can edit the first person's submission.

    You can also hide all the fields that the second person will be filling by collapsing them under a Form Collapse tool, and making conditions to show this only when the second person opens the form and enters their access code.
