Is it possible to set up a form so that if I send a pre-populated form to a customer and they begin filling it out, but only get part way and leave the form to complete later, that I could see what they've started filling out, add new information that I might have collected since initially pre-populating the form, and then when the customer starts filling out the form again they would see an updated version with the changes I've made?

We do not have an option that would allow a form to be "paused" and the information sent to you. The best way to achieve this would be having the user submit the form and then provide them with am edit link for that submission.
You would be able to edit the submission from within your submission page and whenever the user goes to edit the form to add additional information, the fields filled out by you would be present.
