I see on our paypal account that the payment was made but the submission form shows the Payment Incomplete.
Why does this happen? Is it because they just made a one time payment without having a PayPal account?

Amy, this happens when PayPal is not correctly notifying us that your payment has been processed. I would advise you to please check if your Instant Payment Notification (IPN) is correctly enabled on PayPal, as described in our guide on How to Enable IPN for Paypal.
