We have people registering for our events either via our PO FORM or our PAY ONLINE form. Upon completion of the order we need jot form to extract their email address and send them a copy of their order form. I'm not sure how to make this work. Can someone help me?

You have to add an autoresponder email in your form. Here's our guide on how you can create one: https://www.jotform.com/help/26-Creating-a-Form-Autoresponder.
But your email field or your entire form fields aren't required. You may consider requiring fields so they cannot skip it.
