If I understood you correctly you want to add notes to submissions that you have received.
You can achieve that by adding one additional field to your form. You can name it "notes". And than you need to hide that field inside of Form Builder.
That way your "notes" field will not be visible to your users.
However when you create Excel report that field will be visible. Then you can add your comments inside of excel report.
