I have a Premium Acct but one of the users just got an alert to upgrade? IT said her account was the free account? I thought she would be part of my billing since I set her up as a user?

The account where the form is created should be the paid account. If it is a paid account, you can share the form with other users so that they can view or edit it depending on the permission. It also means that each submission will be deducted on the paid account where the form is associated.
Can you please provide the username or the email of the sub-user account that received the message?

I invited firstname.lastname@example.org as a subuser but she got the alert.
I went into her account last night and paid for her too so we would mot
lose access to her work but now I am paying for both accounts..

The account associated with the email address: email@example.com in the account that host the forms and receive the submissions, as such that account would be the one that needs to be upgraded.
If you would like firstname.lastname@example.org to be the host of the forms and receive the submissions, the forms would have to be moved and you would then share the forms with the sub-account user and provide them with permission to edit the forms.
If you would like to have the forms moved, please send a request from the account associated with the username: rettuniversity, with the forms that you would like to have moved and the username for the account that it should be moved to.
Please inform us on how you would like to proceed.
