I suggest checking for more details on the JotForm Pricing page as well.
If you exceed the regular 100 submission limits within a month, the forms will be temporarily disabled. So it will not be able to send submissions.
To reactivate the forms within the month, the next option is to upgrade the subscription to the higher paid plan. Paid subscription have greater submission limits that also reset every month

Take note that only 10 SSL is allowed per month for FREE subscription.
