I am adding multiple recipients for emails but every test email goes to the same email address (default).Page URL:

If your notification emails are the same, I suggest you to try add more than one recipient into one notification.
To do that, you can follow the steps from the document Send Notifications to Multiple Recipients.
If anything goes wrong, please let us know.
