what is the monthly submission?

I will be sending out a form to 5000 people I have the free account. What is the monthly submission is that how many people fill out the form and submit it? So on the free one only 10 people can submit the form in a month? Is this correct? 

The monthly submission is the total number of submissions received to your forms in your account in a month. Free accounts are limited to receive 100 submissions for the account in a month. You may check the number of submissions received and remaining for the month from the Usage section in your account. You can also find the quick information when you click on User icon on the top-right while you are logged in to your account.
