I have checked you account and it appears the quota count has not been exceeded, were you on the free account when this happened? I can see that you are currently on a bronze plan.
Most likely the quota was exceeded as a result of exhausted payments, the free account has a maximum of 10 payment submissions.
If the issue appears again please let u know and we will look into it.
