Cannot navigate to tabs unless the current, first tab is clicked first

I have an issue where I have tabs on my form.  However, when clicking on those tabs, nothing happens until I click on the current main tab first (which is already selected).  How can I fix this?

I checked your form and it looks like there was something buggy with your payment field.  Removing the payment field and adding it back to the form allowed for the form to function properly.  Here is my working test form:
