can a confirmation email go the user

Can the email confirmation email that is sent to the creator also be emailed to the submitter.  If I have them imput their email address in a field can it use that to email them the completed form for confirmation.

You can setup an AUTORESPONDER EMAIL so submitter can get an email after they submit a form. If you like to send an email to the person how created the form or any one else, you can create a NOTIFICATION EMAIL.
