My free membership went over its quota today for about 4 hours. I have upgraded it now but I'm wondering if there is anywhere to recover any sign ups that were done during that period?

If your account was over quota for more than a day or so, your forms would have been disabled and would not have been accepting new submissions during that time. Your users would have been presented with an "over quota" error when trying to complete submissions. If your forms were disabled, there would have been no new submissions during that time.
