    Hello michigannpc,

Please be noted that submissions are marked as "Incomplete Payments" for two primary reasons:

#1. After the form is submitted and user is redirected to PayPal checkout page. If the payment is not settled, the submissions are marked as "Incomplete payments".

#2. If you receive the respective payment in your PayPal account but still the submissions are marked as "Incomplete Payments", most likely the IPN of of your PayPal account is not enabled.

You may like to take a look at the following guides for more information on "Incomplete Payments" :  http://www.jotform.com/help/272-Paypal-Incomplete-Payments-FAQ

You may also like to check the following guide on how to enable IPN:  http://www.jotform.com/help/276-How-to-Enable-IPN-for-Paypal

Though you can manually complete the submissions so that it is displayed in your form's submission page but it will process the payment form customer's Paypal account.

    Hope this helps.

Do get back to us if you ave any questions.

    Thank you!
