Unable to move form fields

I used to be able to and know I can't. It just doesn't work. Please advise quickly, I am under a deadline. Thanks.

Could be an issue with the form, your browser, your computer, one or all the above.

Have you tried duplicating ("cloning") the form and editing the new one?

It was the browser, it works in firefox. Thanks.
