How can I have an option for which person to contact?

I want a dropdown with two options. It has the names of two people. Whichever name the user selects, the notification email is sent to them.

Yes, this is perfectly possible with JotForm. Please see the documentation about JotForm Conditions. The screenshot at the bottom of that show exactly what you would like to do.

Example: If department field equals to sales, Then send notification email to sales@domain.com.
