I ran a Stripe test for a payment on our application, but noticed that a receipt was not sent to me once the submission was processed. How can I set the payment for the application where when a client completes application and processes payment that they receive a receipt directly to their email?

I believe that you are talking about confirmation emails being sent to your customers. Yes, you can notify your customers via email automatically when their payment is processed by setting up an autoresponder email.
Please make sure that all fields of your notification or autoresponder are correctly set, as explained in this guide: How to correctly set up email alerts
If you do not wish to have all information shown to your users in their email, you can also show only some of the information from the payment tool, as explained in this guide:
