I want to use conditional statement auto counter. when auto counter hits limit set it should throw exception to the user not to submit form.
Ex: I have a radio button with four values (A, b, c, d). If either of this value auto increments to 100, i would like to restrict new users from submitting form. how do i achieve this

I am not sure if I understand your request completely.
If you want to limit the form so that the form can be submitted only 100 times, you can set a Submission Limit to 100 on your form: How to Limit Submissions in a Form.
If instead you want to have your fields presented with a sort of available slots, where each question allows its answer to be selected only 100 times, you may want to use one of the following widgets:
