Could you let us know with which form you are experiencing the issue? As I tried to submit your registration form, it re-redirected to PayPal page. If the payment is not done for any issue, the email notifications/auto-responders cannot be sent unless they are selected to send from the Payment tool properties.
Such submissions are also not displayed in the submissions view. However, you can view them in Incomplete payments.
Also, when I check the employment form, there is no auto-responder set on your JotForm. Please refer the guide below to setup an autoresponder.
