You've reached the limit for "Uploads" and you have a free account which has a 100 MB of upload space in a month. That's the reason why, you get a message that says "Form over quota".
At that state, you can delete some of your uploaded files to normalize your "Upload space" and activate you account again.
1) Open the "Submissions".
2) You can delete your submissions one by one or completely in the "Submissions" page. Also, you can take backup of your submissions in the same page.
