I had to manually complete a submission for an incomplete submission and the payment didn't get processed. Why is that? What is the purpose of the "Complete Submission" button if if doesn't complete it??

When you say you have manually completed a submission for an incomplete submission then you have done the steps provided in this guide: How to View Incomplete Payments? If so then Completing a submissions (using the instruction provided in the guide) will NOT process any payment as there was no payment information to begin with. The system will simply treat the incomplete submission as a regular submission so it can be included on form reports, and that email alerts can be fired off as usual.
