My email notification fails to reflect the fields I see on screen.
Is there a way to 'reboot' the notification so that it reflects all the data?
For just one example, the field whose properties are {billing}...
If I go back and view the submission- I can see that all the data is there.

We do not have a reset button in the notification settings so the best way you can fix this would be to re-create the whole settings.
You need to delete the current notifier: http://www.jotform.com/help/132-How-to-Delete-Notifications-Autoresponder.
Re-create it after: http://www.jotform.com/help/25-Setting-Up-Email-Notifications.
This is way easier than manually adding the field names in email body.
