Why the saved change sometimes takes more time to be displayed even with forced refresh?

why when I make a form change does it sometime take a while for the preview to show this even though I'm forcing a refresh?

I do believe that the issue here is the cache (even if the forced refresh is used), or that the changes were not yet saved on our side - depending on how long the time spam was between when you had clicked on Save and once saved, you tried to see the change.
