I don't seem to be able to produce a bar graph that shows 0 responses to a question if none of the survey respondents selected that response. I would like my graphs to show bars for all 5 possible responses to each question, even if one or more response(s) was not selected. How do I do this?

I checked your forms. Are your referring to the form http://www.jotform.us/form/53627273055153. I noticed that you have added an option in your questions something like "NA-I have no knowledge of this issue or I prefer not to rate this item".
I assume you did this because you are expecting users that don't want to answer/rate an item. How about making those questions required so that you are assured that the users would at least answer the "N/A ..." option.
To make your questions required, just right click on the field and click the Required icon.
