After multiple edits, I have the form in the final draft. One of my colleagues wants to see the pdf version, but when I create a pdf, it produces a version of the first draft (without the edits).

I believe this is due to the length of the form. The PDF version of forms are not nearly as robust as the web version. I am unable to even create a PDF of the current version of your form. After deleting quite a few fields, I was able to get the PDF copy working. If you need a PDF version of your form, I would recommend creating a different version that is more condensed. I needed to delete roughly 30 fields in order to get the PDF to generate. If you can condense the form down a bit, it should create a PDF of the current version without issue.
