cookie is less of a problem. If credit card is associated with paypal account you cannot use it without logging in. This is big problem when secretary is asked to make purchase with such card. She does not have access to bosses paypal account and forget it no sale. I had this problem several times before and stopped using paypal.

Can I receive payments using a credit card on PayPal integrated form when the user has no PayPal account?

Are you referring to the Paypal option shown below when you are redirected to a Paypal page using the Paypal Standard field?

This option is called the "Guest Checkout" option and it is based on your PayPal account settings. You can find more information here.

Please be noted that PayPal Account Optional is only available in Premiere or Business PayPal accounts. With Personal accounts, the checkout experience is as if PayPal Account Optional were turned off.

If you have a premier or business account, you can enable the guest checkout option. You may like to check the following PayPal doc for reference:

You can also try to use Paypal Pro payment field instead. Using the Paypal Pro payment field, you can accept credit card payment directly from your form.

Update: PayPal Commerce Platform is also available now in Jotform! If you are looking for accepting debit & credit card payments without the need to lead your users signing in PayPal on a different web page, you can check out the following announcement for detailed information: Credit Card Forms for Paypal.
