Is the new mention "I agree to terms & conditions" obligatory ?

On all my forms thre is now a new filed : I agree to terms & conditions.*

Why ? At least I should like to have it in french if this mention is obligatory.

That is not an obligation, it is merely a "terms and conditions widget.  The text can be changed in the fields settings:

The field can be removed completely if you'd like:

While editing your for, click on the field, then click on the little red "X" to remove the field.
