I am not sure if I understood your question correctly. When you create form multiple people can access it if you share link of your form with them.
Or maybe you want that multiple people receive Email Notification when your form is submitted? If that is the case inside of this article you can find out how to send email Notification to multiple recipients:

No what I'm asking is:
I have a form created with lots of conditional options for an individual
How do I multiply that form so that up to 10 people can reserve equipment using the same conditions?

If you are going to use the same fields, you have to duplicate the fields on the form builder first. Example, if you want to accommodate up to 10 people, that means you have to duplicate the same fields 10 times in the form builder. Then use condition to show them.
I suggest to use form collapse to group the fields then show them depending on the number entered by the user. Guide: http://www.jotform.com/help/297-Show-or-Hide-multiple-fields-at-once-using-form-collapse-tool
Another alternative solution is to use the following widgets. This will allow users to create the same group of fields dynamically - straight from the form.
