I run a fishing tournament once a year for the 1st responders in Houston Tx. I only need a registration fee form for 2 months each year. Can I upgrade for those 2 months, then downgrade to free again once I'm done each year?

Yes you can do that, simply upgrade to the monthly subscription and cancel it right after the second charge.
