Actually that on how you have configured your payment question. Do you have any product added in your payment question which has $0 price?
I did check your last edited form "Register English" and found that your payment question "Classes" is not a required field. That means user can submit the form without making payment.
Did these submissions ended up in incomplete payments and you manually completed it?
