i have one submission that have some mistake so i deleted and trying to re encoded but it's keep giving me that this submission already there
the unique value for my form is ETS Visit Combination
and i'm trying to enter one with this 1703-1000769-3-2015-1-2-F~2

I checked you form with the ETS Visit Combination field (Service Report) there is no record with the combination number.
I noticed the field is set to read-only, is it enabled using conditions or is the combination auto generated?.
As a temporary solution, I would recommend you disable the unique check momentarily and add the record then turn it back on for the form.

and my concern if i disable the unique check i will be able to return it back or im going to get you have multiple submission error

I did test with your form and the issue seems to persist. I will let our development team know about this problem so that they can look into it further.
You can disable the unique check, submit the one application then enable it back to prevent duplicate submissions for future data.
You will be notified about the resolution of the problem via this thread.
Apologies for any inconveniences caused by this.
TIP: If you have erroneous submissions you do not have to delete them entirely, you can actually modify them from withing the submissions section.

The ticket submitted by my colleague about this was cancelled by our developer. It was because there is no bug or issue with the form and Unique Question feature.
Can you please describe more what exactly was the issue?
I back read the discussion, and from what I understand so far is you were trying to re-create an already deleted submission.
As far as I know, deleted submission data are permanently gone, so you cannot restore them by any means.
Please provide more details and we will check further how we can help on your concern.

first thanks for replay and second the issue is
i have old submission with same lock field so i delete it and try to re submit but i keep getting that this one is already encoded
I provide the form information through link like this
and the lock value is 1703-1000769-3-2015-1-2-F~2
if you search for it you will find nothing but why it's seeing it as duplicate

I believe that deleting the submission will not removed the tag that the submission was already existing or had been recorded already.
Come to think of it, the answer was supppose to be unique because it was a Unique Question set.
You will have to forego this one submission since it was uniquely submitted already.

This could be a temporary issue, when you deleted the submission , but it should work fine now.

If you believe that you have some duplicated submissions with the same "lock" field value, you could try to use "Duplicate Submissions Terminator" app to delete the second duplicated record.
