I noticed that you are using script code for embedding form to your website. We recommend using of iFrame code for embedding forms. Please try to embed your form with iFrame code to see if that will resolve your issue.
Inside of this guide you can find how to get iFrame code of your form:

Hope this will help. Let us know if you need further assistance.

The scroll to top will work when it is in an iframe.
I tested a clone of your form on my browsers (Firefox,Chrome) and it scrolls to the top on the next page.
When embedding with the iframe ensure the script is included on your page too.
You can also add form tabs to your form to allow for a friendlier navigation.
