Does the 100 submissions include or exclude editing of the document? OR does the 100 submissions mean 100 people who can come in and out of "their" document and edit as much as they'd like.

The 100 Submission monthly refers to the maximum number of submissions allowed on the account/username every month.
This is not per form -- but for the account itself.
Example, 1 form can have 90 submissions and another form 10 submissions -- this will still become 100 total submissions for the account.
Editing existing submission will not affect the submission counter.
I also recommend signing up for an account if you haven't done so yet.
