I checked this on one of my form and I was able to replicate the issue you are reporting.
I will escalate the issue to our development team for them to further check the issue. We will inform you on this thread once this issue has been fixed. For now, to publish your form you can open the form in Form Builder (click Edit Form) and click on Publish form.
