What is this?

All files that will use too much bandwidth are automatically disabled and it looks like this is the case to your end. For files smaller than 10mb, you can only download it 100 times and for files larger than 10mb, you can only download it 10 times. This is the new limit we've imposed to counter users who abused the file download system.

Note that you can also integrate your form to services like Google Drive, Dropbox or Box so if you want to share the files, you can just use their file sharing feature.
