I've used Jotform to set up a form for people to volunteer to help staff a beer festival in the UK in the summer. I'm very pleased with the results.
I'm only using the free version and I'd be amazed if 100 people responded, but life is full of surprises. If 100 people do respond, what will happen on 101st occasion that someone tries to respond.

If a free account reaches the monthly 100 submissions limit, his/her form will be disabled until next month. Your visitors won't be able to submit anything on your form(s).
