How can I make multiple coupons available?

I am building a form and I'd like to have the paypal be able to enter multiple values for coupons to total up to 20 percent off. Not sure if it has been submitted as a design request either please help

You can add as many coupon as you like. To add coupon, you need to enter the payment wizard and click next until you reach OTHER OPTION window. Click COUPONS to view and add/edit coupons.

If you do no have any coupons, you can just press the button to create a new coupon.

Once you creat a new coupon you can edit the code, discount type (amount or percentage) and to what product this coupon is applied to. Once completed you can press the SAVE COUPON button to save changes.

If you want to add more coupons you can just press ADD NEW COUPON CODE button.

Yes, but the user can only apply one of the coupons. How do we set it to allow a user to apply more than one coupon to an order?

Unfortunately, only one coupon can be added per order.  If you need multiple coupons, I would suggest creating single coupons that combine the discounts from both coupons.
