How do I make it so the jot form gets sent to an e-mail address that is entered into the form itself, NOT into the e-mails section?

Hi,
If I understand you correctly, you want to send email notifications to the user's email upon submission? You can achieve that by using an Autoresponder. To make an autoresponder you can follow the guide provided by this article: Creating a Form Autoresponder.

What the situation would be is;
We fill out the form using a store contact's e-mail address (it will always be a different store and a different e-mail) and after submitting the form, we want the jotform to be sent to that person's e-mail address. Can we accomplish this?

I'm not quite sure if I understood your concern correctly.
Would you like to send an email notification TO the email address filled out to your form?
You can accomplish it using the autoresponder method mentioned by my colleague, Chriistian, above. You can also used conditional logic to trigger notifications to be sent on specific addresses, here's a guide on that: http://www.jotform.com/help/167-How-to-send-to-a-specific-email-address-based-on-a-selection.
