I have a Bronze Plan, how many payments can I receive a month? Do these count against the 1,000 Submission allotment?

You can receive up to 1,000 submissions of any type with the Bronze subscription.  Those could be 1,000 regular, 1,000 SSL or 1,000 payment submissions.  So yes, payment submissions count towards your total.
