I have paypal shipping calculations set up based on weight. I think I have it set up in jot forms properly. It takes me to paypal and asks for a zipcode but it calculates the shipping to be zero.

I have checked your form and cloned it to view how it was set up. I can see that you have set a weight for each of your product you have.
I have set up a shipping calculations on my PayPal account.
The image above shows that I have a shipping cost for all states and territories(Domestic) base on weight. The shipping rate explains that if the item weighs 3.5 and up, there will be a shipping fee. Since we have set up a weight per item on our form, which is 3.5 lbs per item, then every transaction will cost $3.00. However, if someone purchase for 2 items which totals to 7.0 lbs, then it will be $7.00 since we are charging $7.00 for shipping 7.0 lbs and up.
On them screencast below, I have used a zipcode in Alabama. Notice that I have been charged $7.00 for two items of Scatter Red, since each Scatter Red items weighs 3.5 as we have set up.
The shipping cost depends on the region you have set up where shipping fee should be applied.
