I have followed the instructions for enabling the IPN on the PayPal side (https://www.jotform.com/ipns/paypal.php), but submissions are still showing as incomplete payments in Jotform. No history is showing on the PayPal side. Customer's PayPal shows "Unclaimed".

This is the correct guide to enable IPN for PayPal :

Follow that guide and let us know if it works.
