Can respondents go back and edit their submissions?

We are using JotForm as a tool for leaders to enter their employee survey action plans. We would like them to be able to go back into their original submission to enter any updates (e.g., progress toward goals, new challenges, etc). 

Yes, it is possible for your respondents to edit their submission. Please refer to this guide on How to Let Users Update Their Form Submissions at a Later Date.
