It is not being opened shows that it downloading content while it is already downloaded.

Can you please provide more information about your issue? In that way, we can provide you more accurate answer. Also, if you are getting any error message let us know.
Are you referring to the submissions being downloaded? We curently don't have any reports that it is down. I tested it and I was able to download the PDF, excel and CSV submissions properly.
I was able to download the uploaded files as well. If you're experiencing problems in downloading the uploaded files then please try another browser and see if that works.
