Does the recurring donation payment option of semi-annual work with PayPal?

I have a form where I am using the recurring payment module.  Everything seems to work fine until someone chose to pay using the semi-annual donation with paypal.  It is my understanding that the only way people should get the confirmation letter if when a payment is received.  We have had no problems with any of the payment options when people pay by credit card. 

Here's the scenario:

1) people choose to pay with the recurring option choosing form http://www.jotform.com//?formID=53155207835152.

2) when they choose check for a payment option they get a specific confirmation letter

3) when they choose to pay by credit card/paypal the Payment Tool form displays.

-- the person chooses credit card - they complete the information, hit submit then get a specific confirmation letter, which indicates how much the total pledge is and what their initial payment is.

--the person chooses paypal - they click submit and then have the paypal website popup with an option to log in with their paypal credentials or create new paypal credentials.

NOTE:  Supposedly people aren't supposed to get these confirmations until the payment gateway has approved the payment.

The problem is that if someone chooses the semi-annual payment option and PayPal in Step 3 above, they get the Thank You page.  They do not get directed to PayPal. They also get the confirmation letter that they have paid.  I am not sure how this  happens.  Is there a bug somewhere?  It doesn't happen for any of the other payment options in the Payment Tool.

I have included an attachment which shows the way the Payment tool is set up with the various recurring payment options.  I have also included in the attachment a look at the submission record for the person that chose the semi-annual option.  You will be able to tell by the difference in the record, because the successful record above it has all the Payer Info details.

Please let me know if there is a bug in this payment option.

I checked the settings for your subscription and they all appear to be the same.  When I tested the clone, it did indeed redirect to PayPal for initial payment:

You are correct, the notifications should only be sent if the payment is completed.  When I closed the PayPal window, my submission was logged as incomplete and no notifications were sent.  The form appears to function properly. 

I see you have done a few test submissions on your end, were you able to replicate the issue?  So far I have been unable to.

Yes, I was able to replicate the issue each time.  I have 2 confirmations even though I chose PayPal.  It showed the Thank you page each time I chose 'semi-annual'. and paypal.

I just tested something.  I think it may be the problem with the browser.  It seems to work when I use Firefox v42.  It isn't working in Chrome Version 46.0.2490.86 m.  I am curious what browser did you test in?

I tested in both Chrome and Firefox with my clone, neither one triggered the notifications with incomplete payments.  Are you using an embedded copy of the form?  If so, would you mind sharing the URL?
