We clicked "unsecure" on the old forms and got rid of the https. These two won't remove the s.

WHEN WE SEND THESE TO RECIPIENTS TO REQUEST INPUT, THEY CAN'T OPEN THE FORMS.

I believe you should be able to remove the HTTPS protocol on the URL manually.
Here's an example: http://form.jotform.com/M732burke/bcbe-bus-driver-elementaryintermedi.
Please note that forms not using HTTPS will not be able to fully utilize the SSL feature, which helps make your form to secure during the submission of the data.
You can copy the form URLs, remove the HTTPS replace it with HTTP and send it to them via email, chat or other means, as long as they are viewing it on a web browser.
