JotForm is a free online form builder which helps you create online forms without writing a single line of code. No sign-up required.
We believe that if one user has a question, there could be more users who may have the same question. This is why many of our support forum threads are public and available to be searched and viewed. If you’d like help immediately, feel free to search for a similar question, or submit your question or concern.
Can you please tell us what is the form that you have set the limits on and then removed them, but still have limits applied to it?
Once we know we would be able to look into it and find why that is happening and help you resolve the same.

I took a look at your form Debbie, and I see that it was disabled - How to Change the Status of Forms
I have enabled it for you so it will work now, but I do see that you have limited it to 450 submissions, so while it is not there yet, do note that it will cause the form to be disabled once again.
Once you set the limits higher, you should reactivate your form again by following the steps in the guide above.
Do of course let us know if you have any questions and we would be happy to assist with the same :)
